This report presents for scrutiny Cabinet’s consultation proposals for the Medium Term Financial Forecast (MTFF) and Budget Strategy for 2018/19 to 2021/22.

The Cabinet Member for Finance, Service Delivery and Improvement introduced the report which presented the Cabinets’ consultation proposals for the medium term financial forecast and budget strategy for 2018/19 to 2021/22.


The Cabinet Member set out the context of the forecast including a reduction in government funding, the budget proposals and approach which included continuing service provision with better value, investment in growth, urban regeneration and support for the most vulnerable.


Committee members thanked officers for the report and asked questions covering the new homes bonus, use of Community Infrastructure Levy and Local Infrastructure funding, the level of efficiency savings and the effect on parish councils.


In response to questions on Horizon 2050 the Cabinet Member invited councillors to write with specific points to which he would provide a written response.


Councillors also discussed the proposed reduction of staffing levels, in particular the deletion of the Political Assistant posts.


A motion was proposed and seconded which asked the Chair of the Scrutiny Committee to urgently contact the Chief Executive, calling on him to use his powers within the constitution and his influence with executive members to facilitate a discussion on the deletion of the Political Assistant posts with appropriate members of the Council in order to minimise any protracted debate at Council.


The proposal was debated with no clear consensus emerging.


The committee voted on the motion with five in favour and six against. Therefore the motion was rejected.


Resolved: That the committee request the Cabinet Member for Finance, Service Delivery and Improvement to consider its views such that these can be taken into account prior to the final proposals for the detailed budget being considered by Cabinet in February

The Chair introduced the current committee work programme and discussed proposals for the future meetings.


Resolved: That an Elections update, to consider the progress made with the review outputs and any other relevant matters since the item was first considered by the committee in March 2017 be scheduled for 23rd January 2018
