Tree Preservation Order BDB/0667: Site: Land at Hangar Road, Tadley

 

The Committee considered the report set out on pages 51 to 60 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting. 

 

The Committee discussed the tree preservation order.

 

Disappointment was expressed that two Oak Trees (T8 – 9) had been unauthorised loped and emphasized the correct procedure for the remedial work was through the Tree Appeal Panel.   Furthermore, it was highlighted that one of the Oak Trees had previously been brought before the Tree Appeal Panel for felling and after consideration the panel had decided that the Oak Tree was valuable and approved for some controlled crown work to be carried out.  

 

Members felt that the Trees were good specimens and important to the street scene and recognised that it was the original boundary between Reading and Basingstoke.  In light of the unauthorised loped Oak Trees Members were concerned for the preservation of the trees and supported the tree preservation order.

RESOLVED that:  the tree preservation order BDB/0667 be CONFIRMED.

         

1. Application – 18/02842/FUL: Rebuilding of existing barn to provide a single dwellinghouse including setting out of a domestic curtilage as an alternative to the scheme under reference 17/01629/FUL and 17/01630/LBC. Site: Barns At Norman Farm  Well Street Burghclere RG20 9HS

 

The Committee considered the report set out on pages 61 to 83 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting. 

 

The Committee discussed the proposed application numbers 18/02842/FUL and 18/02843/LBC together.

 

Members liked the design of the proposed dwelling and felt that the replacement building would be in keeping with the rural setting.

 

RESOLVED that:  this application be APPROVED subject to the expiry of the statutory publicity period for the following reasons and subject to the below conditions

 

Reasons for Approval

 

1.            The proposal does not fulfil the criteria for exception sites for housing in the countryside, however, substantial weight must be given to an existing scheme which would allow the change of use of the barn to residential through conversion, and the likelihood that this fallback position would be implemented.  Whilst not wholly in accordance with Policy SS6 of the Basingstoke and Deane Local Plan 2011-2029, the development would deliver a modest contribution towards the local supply of housing.  For the reasons set out above, it is  ...  view the full minutes text for item 6/19
