The following Public Participation took place:
1. Application – 18/03728/RES: Reserved matters application for 11 no. dwellings including appearance, landscaping, layout and scale, pursuant to outline permission 15/03029/OUT. Site: Land Between Elmdene And Fairholme Aldermaston Road Pamber End Hampshire
The Committee considered the report set out on pages 41 to 72 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.
The Committee discussed the proposed application and commended the developer for being policy compliant in terms of the affordable housing provision, and paid particular attention to the three socially rented units.
Some concern was expressed about appropriate lighting on the site and Officers were asked to review the outline application for the mitigation to wildlife. In the absence of mitigation attached to the outline permission a condition would be added to be policy compliant in respect of biodiversity.
RESOLVED that: the application be APPROVED for the following reasons:
Reasons for Approval
1 The development would provide for an appropriate layout, scale, mass and design which would integrate with its surroundings and the semi-rural character of the area. The development would have due regard to the character and appearance of the area and would not result in harm to the visual amenity of the streetscene. The proposal would therefore comply with the National Planning Policy Framework (February 2019) and Policies EM1 and EM10 of the Basingstoke and Deane Local Plan 2011-2029.
2 The proposed development would provide an appropriate internal layout with adequate parking provision in accordance with highway requirements, and as such would accord with the National Planning Policy Framework (February 2019); Policies CN9 and EM10 of the Basingstoke and Deane Local Plan 2011-2029 and the Parking Supplementary Planning Document (2018).
3 The proposal would not result in any adverse harm to the amenities of neighbouring properties. The proposal would therefore accord with Policy EM10 of the Basingstoke and Deane Local Plan 2011-2029.
4 The proposed development would provide high quality amenities for future residents in accordance with Policy EM10 of the Basingstoke and Deane Local Plan 2011-2029 and the Design and Sustainability Supplementary Planning Document (2018).
