1. Application – 19/01452/FUL: Erection of purpose designed building to relocate existing Whitchurch Monttessori Nursery and Forest School with associated parking and access Site: Land At The Knowlings Whitchurch Hampshire

 

The Committee considered the report set out on pages 59 to 78 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting. 

 

The Committee discussed the proposed application at length and paid particular attention to whether it had been demonstrated that there was a local need.  Most Members thought that there was not sufficient empirical evidence, including Hampshire County Council’s (HCCs) consultation response tojustify the need for the Nursery and Forest School in Whitchurch and therefore the proposal was in conflict with Local Plan Policy CN7.

 

Members considered the proposed location and were concerned with the loss of the open space and thought that the scheme would not outweigh the harm and be contrary to the National Plan Policy Framework (NPPF) 83d and 97a.   Furthermore the development would not integrate with the street scene which conflicted with Local Plan Policy EM1 and EM10.

 

A discussion took place around highways and parking provision.  It was suggested that there could be potential issues to highway safety due to pedestrian and vehicle conflict and concern was also expressed with the limited access for emergency vehicles.  In addition, it was thought that the parking provision was inadequate for the proposed scheme and conflicted with Local Plan Policy CN9.

 

RESOLVED that:  the application be REFUSED for the following reasons:

1          It has not been sufficiently demonstrated that the proposal would provide an essential facility to meet an identified local need to help sustain and enhance the vitality and viability of the local community and would therefore be in conflict with Paragraph 83 of the National Planning Policy Framework (February 2019) and Policy CN7 of the Basingstoke and Deane Local Plan 2011-2029.

Minutes:

The Assistant Planning Manager introduced the report which provided a summary analysis of the appeal decisions received in the period 01/06/2019 to 31/08/2019, which highlighted some of the issues drawn out by Planning Inspectors in arriving at their decision and should be taken into account when future decisions are made.

 

Resolved: Members of the Development Control Committee note the outcomes of the appeal decisions and the reasons given for those decisions.
