The following Public Participation took place:
1. Application –18/03146/FUL: Erection of 42 retirement living apartments (Category II Type) with communal facilities, landscaping and car parking. Erection of a Class A1 Retail store with 5 flats at first floor level, car parking and service layby Site: 42 - 46 New Road Tadley Hampshire RG26 3AL
The Committee considered the report set out on pages 37 to 73 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.
The Committee discussed the proposed application which had previously been considered at the Development Control Meeting held on the 11 September 2019. At that meeting Members had resolved to defer the application for the applicant to reconsider the potential for on-site affordable housing provision, the operation of the layby at the front of the site and the provision of accessible parking spaces.
Members were in general support of the housing provision but still had reservations over highway safety. They disagreed with the applicant’s suggested route that vehicles would be able to pull out of the layby and proceed along New Road, turn right into Gutteridge Lane and immediately turn right into Pinehurst Road and thus back onto New Road. Members stated that you could not turn right into Pinehurst Road as it was not in that location and instead it would be Barlows Road which was an estate Road and not suitable for Heavy Goods Vehicles.
The Committee expressed concern over the unregulated use of the layby and it was felt that vehicles would use the area as a parking space. Members requested for a
Traffic Regulation Order process to be funded as part of the legal agreement to manage the layby.
RESOLVED that: The applicant be invited to enter into a legal agreement (in accordance with the Community Infrastructure Levy Regulations 2010 and Policy CN1 of the Basingstoke and Deane Local Plan 2011-2029) between the applicant and the Borough Council to secure:
· On site affordable housing.
· Funding for a TRO process to be carried out for layby to the front of the site, for layby to be used solely for loading/unloading for the shop.
Should the requirements set out above not be satisfactorily secured, then the Planning and Development Manager be delegated to REFUSE permission for appropriate reasons.
On completion of the legal agreement(s) the Planning and Development Manager be delegated to grant planning permission subject to the conditions listed below.
Reasons for Approval
