The Committee considered the report set out on pages 65 to 102 of the agenda and other matters discussed at the meeting. 

 

The Committee discussed the proposed application.

 

Members discussed the housing mix and felt that the houses would be too large and did not meet the identified housing need of 2 and 3 bedroom dwellings as indicated in the Housing Supplementary Planning Document (SPD) and the Old Basing and Lychpit Neighbourhood Plan.

 

Various Members were dissatisfied that a detailed management plan for the protection and conservation of the heritage asset had not been supplied so they could not determine the potential harm.

 

Some Members felt that the development did not comply with section 11 of the National Planning Policy Framework (NPPF) in terms of meeting identified housing needs, the avoidance of homes being built at low densities and the lack of optimal use of the site.   Therefore it was generally thought that the proposed application be refused as it failed to make efficient use of the land in accordance with NPPF section 11 paragraph 123 (a) and (c), the noncompliance with the Housing SPD and the absence of information to demonstrate the lack of harm to the heritage asset.

 

RESOLVED that:  the application be REFUSED for the following reasons:

 

Reasons for Refusal

 

1          The proposed development would not make the optimal use of the site which is within the Settlement Policy Boundary and as such would be contrary to paragraph 123 a) and d) of the National Planning Policy Framework (February 2019).  The proposed development would not provide dwellings of a scale and mix which would meet the need for smaller units as identified in Policy OB&L 8 (Housing Mix) of the Old Basing and Lychpit Neighbourhood Plan 2015-2029, and would be contrary to Policy CN3 of the Basingstoke and Deane Local Plan 2011-2029.

 

2          In the absence of a detailed management plan to protect/preserve the Scheduled Monument the proposed development would result in less than substantial harm to the Scheduled Monument and the setting of the Old Basing Conservation Area as a designated heritage asset for which there would be no significant public benefit.  The proposal is therefore contrary to Policy EM11  ...  view the full minutes text for item 42/19
