1. Application – 19/02068/FUL:Change of use of land to forest school including the provision of associated parking Site: Woodland Adjacent to Audleys Close Farleigh Road Cliddesden Hampshire

 

The Committee considered the report set out on pages 17 to 33 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.

 

The Committee discussed the proposed application and were in support of the provision of education to children on biodiversity.

 

Some Members thought that the woodland was not well managed and in poor condition and favoured the applicant’s management plan which they believed would improve the woodland in particular by the removal of the Rhododendron which was categorised as an invasive species that destroys habitats.

 

On the whole Members believed that the proposal would improve the scenic quality and would not have an adverse impact or loss of habitat in accordance with Basingstoke and Deane Local Plan Policies EM1 and EM4.

 

RESOLVED that:  the application be APPROVED subject to the conditions listed at the end of this report for the following reasons

 

Reasons for Approval

 

1          The development would result in an improvement to the quality of the sites woodland setting in accordance with the requirements of Policy EM1 of the Basingstoke and Deane Local Plan 2011-2029.

 

2          The proposals would not result in loss, degradation or harm to the site's woodland habitat. The development would therefore accord with the requirements of Policy EM4 of the Basingstoke and Deane Local Plan 2011-2029.

 

3          The development would provide an overriding public need in accordance with Policy EM4 of the Basingstoke and Deane Local Plan 2011-2029.

The Assistant Planning Manager introduced the report which provided a summary analysis of the appeal decisions received in the period 01/09/2019 to 30/11/2019, which highlighted some of the issues drawn out by Planning Inspectors in arriving at their decision and should be taken into account when future decisions are made.

 

Resolved: Members of the Development Control Committee note the outcomes of the appeal decisions and the reasons given for those decisions.
