1. Application – 20/00386/FUL: Full planning permission via enabling development for works to the listed barn for agricultural and ancillary residential storage use;  conversion and extension of former stable barn to form 1 no. 4 bedroom dwelling; demolition and part demolition of farm buildings, lean-to extension and single storey extension at Freemantle Farm, North Oakley. Outline permission for the erection of 7 no. dwellings as enabling development on a site adjacent Galley Lane, Headley. Site: Freemantle Farm, Hannington Road North Oakley, RG26 5TP and Land At Galley Lane.

 

The Committee considered the report set out on pages 63 to 120 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.

 

The Committee discussed the application and were encouraged that the proposal would conserve a heritage asset and the modifications proposed were adequate for the barn which would result in a decent renovation.

 

Condition 30 was highlighted and supported as a positive step for the inclusion of a statement on how the development would be of a high quality of sustainable design, which would include reference to how the layout, design and construction of the development would involve the efficient use of natural resources through reducing resource requirements in terms of energy demands and water use.

 

The increase of the housing stock to the Borough was recognised but disappointment was expressed that there would be no provision of affordable housing as the scheme would be unviable.

 

Disappointment was expressed that the enabling development of the 7 dwellings located on Galley Lane was remote from the farm yard site.

 

RESOLVED that:  The applicant be invited to enter into a legal agreement (in accordance with the Community Infrastructure Levy Regulations 2015 and Policies EM4 and EM11 of the Basingstoke and Deane Local Plan 2011-2029) between the applicant and the Borough Council to secure:

 

       Enabling works (full implementation of Listed Building application 20/00387/LBC)

       Enabling works plan schedule

       Funds to be secured from value of enabling development to fund the completion of the enabling works

       Adherence to maintenance plan with periodic review

       Biodiversity Mitigation and Enhancement Plan and mitigation land to ensure Biodiversity Net Gain
