1. Application – 17/00936/FUL: Residential development of 55 dwellings including affordable housing with associated access, highways works, drainage work (SUDS), public open space and other associated infrastructure. Site: Land to the North of Sherfield Road Bramley Hampshire

 

The Committee considered the report set out on pages 89 to 143 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting. 

 

The Committee debated the proposed application at length.

 

The Committee acknowledged that the outline planning application had been approved for 50 dwellings but expressed concern over the increase to 55 dwellings and the accumulative impact of the proposed development on Bramley particularly in terms of extra traffic and the adequate provision for sewerage.

 

It was generally felt that the proposed development offered a good mixture of affordable housing.

It was highlighted that the proposed development was in conflict with the adopted Bramley Neighbourhood Plan and therefore was in conflict with the Council’s Local Plan Policy (LPP) SS5 and contrary to SS6 with regards to small scale residential proposals of a scale and type that meet a locally agreed need and respect the amenities of the residents and neighbouring properties.

RESOLVED that:  the application be REFUSED

 

Reasons for Refusal

 

1          The proposal would result in new dwellings within the countryside, outside any recognised Settlement Policy Boundary and as such would be contrary to Policies SS1 and SS6 of the Basingstoke and Deane Local Plan 2011-2029, which aim to direct development to within the identified Settlement Policy Boundaries and specific site allocations, unless in exceptional circumstances as identified within Policy SS6.  The proposal is not considered to meet any of the exceptions set out within Policy SS6 and would not therefore represent a sustainable form of development.  Furthermore, Policy H1 of the Bramley Neighbourhood Plan 2011-2029 (March 2017) only supports new housing if it is in accordance with the relevant policies of the Local Plan for new housing in the countryside.  The proposal would therefore also be in conflict with Policy H1 of the Bramley Neighbourhood Plan 2011-2029 (March 2017).
