Councillor S Frost declared that he was predisposed on application number 19/02537/HSE and stood down from the Committee.
To consider any items of business, other than those shown on this agenda and which, by reason of special circumstances to be stated at the meeting, in the opinion of the Chairman, should be considered at the meeting as a matter of urgency
There were no urgent matters.

The following Public Participation took place:
1. Application – 18/00897/FUL:Erection of 4 no. one bed dwellings, with associated landscaping and parking, following demolition of existing buildings Site: Phoenix Court, Alexandra Road, Basingstoke, Hampshire
The Committee considered the report set out on pages 37 to 71 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.
The Committee discussed the proposed application at length.
Several concerns were raised with regards to the site layout and the constraints of the access to the garage and parking arrangements which conflicted with the Basingstoke and Deane Local Plan Policy CN9 and the Parking Supplementary Planning Document (SPD).
Some members were not satisfied with the locations of the bin storage or charging point for electric cars.
On the whole Members agreed that the proposal would result in an overdevelopment of the site and the layout would not be practical for residential use.
RESOLVED that: the application be REFUSED
2. Application – 19/01597/FUL: Permanent siting of a mobile home with ancillary car parking for use by an agricultural/equestrian worker Site: Field Barn Farm, Winchester Road, Kingsclere, RG20 5PX
The Committee considered the report set out on pages 72 to 93 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.
The Committee discussed the proposed application.
Some Members said that the neighbouring cottage owned by the farm should be used instead but it was acknowledged that it was currently being leased to Kingsclere Stables.
Mixed views were expressed as to whether the essential need for a worker to be located on site in accordance with the National Planning Policy Framework (NPPF) and Basingstoke and Deane Local Plan Policy SS6 had been demonstrated.
