1. Application - 20/01754/FUL:Change of use of agricultural land to residential, to provide off street parking and additional external amenity space to four existing properties at land off Gangbridge Lane. Site: Horse Paddock at Stoke Road St Mary Bourne Hampshire

 

The Committee considered the report set out on pages 63 to 83 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.

 

The Committee discussed the proposed application and expressed their concern with changing the use of the land to residential and the implications that would entail for the site as a whole.

 

They also said that the use of the off street parking was unclear as it had been indicated that it was for the existing properties at land off Gangbridge Lane but it had also been suggested by speakers that it would be used for school drop offs.

 

RESOLVED that:  the application be REFUSED for the following reasons:  

 

Reasons for Refusal

 

1          The proposal would introduce additional residential use and potential for residential paraphernalia within the countryside and North Wessex Downs Area of Outstanding Natural Beauty. The proposal would result in an unacceptable domesticated encroachment into the open countryside which would harm the rural character and scenic quality of this designated landscape.  This urbanising effect would not conserve or enhance the landscape and scenic beauty of the North Wessex Downs AONB having an adverse impact on the intrinsic rural character of the wider area contrary to Policies EM1 and EM10 of the Basingstoke and Deane Local Plan 2011-2029, Policies P5 and P7 of the St Mary Bourne Parish Neighbourhood Plan 2016-2029, North Wessex Downs Area of Outstanding Natural Beauty Management Plan 2019-2024, National Planning Policy Framework (February 2019) and guidance contained within the Landscape, Biodiversity and Trees Supplementary Planning Document (December 2018).

 

2          The proposed development would, as a result of the unacceptable domesticated encroachment and loss of views into the open countryside and potential for residential paraphernalia, erode the rural character and setting of the St Mary Bourne Conservation Area, thereby resulting in harm to the significance of this heritage asset and to the ability to appreciate such significance. Such development would fail to preserve the character and appearance of the conservation area. The Planning and Development Manager introduced the report and advised that the purpose of this report was to update Members on a review of the Local Requirements for information to be submitted with planning applications for them to be registered.

 

He confirmed that there were no proposed changes to the local requirements since the last review in 2019.

RESOLVED that:  The Development Control Committee approves the approach to review of the Local Requirements as described in paragraph 3.3 for implementation on or before 12 July 2021.
