Minutes:

The Planning and Development Manager updated the Committee that since the preparation of the agenda the National Planning Policy Framework (NPPF) had been updated on 20 July 2021.  The changes have not affected the references and recommendations in the officer’s reports.  Any references were now to the NPPF (July 2021) and conditions and informatives will be updated accordingly prior to any decisions being issued.

1. Application - 20/02048/FUL: Erection of a single storey detached annexe to the pub to provide 5 guest bedrooms, increase existing number of car spaces to provide a total of 27 car spaces including disabled spaces and removal of one tree (T1). Site: Hoddington Arms  Bidden Road Upton Grey RG25 2RL

 

The Committee considered the report set out on pages 17 to 55 of the agenda together with the further material set out on the addendum sheet and other matters discussed at the meeting.

 

The Committee discussed the proposed application and concentrated on the car parking spaces.  Concern was expressed that on the occasions there were more vehicles than spaces it would result in an overspill and on street parking.

 

However it was acknowledged that the proposals did meet the council’s parking standards requirement.

 

Some Members would have liked to have seen a parking survey to assist them in their deliberations.

 

RESOLVED that:  the application be APPROVED subject to the conditions listed below and for the following reasons:

 

Reasons for Approval

 

1          The proposal, which relates to the provision of guest accommodation for the only public house within the village of Upton Grey, is acceptable in principle in that it is compliant with Policy CN7 of the Basingstoke and Deane Local Plan 2011- 2029, which states that development proposals will be permitted 'where they provide or improve essential facilities and sustain and enhance the viability of communities.' Further, the proposal is compliant with the principles underlying Policy EP4 of the Local Plan, which states that, where they are appropriate to the site and location, proposals for economic uses in the countryside will be permitted which 'enable the continuing sustainability or expansion of a business or enterprise', and compliant with Section 6 of the National Planning Policy Framework (NPPF) February 2019.

 

2          Owing to its scale and its proposed use, subject to the imposition of conditions, the proposal is compliant with the principles underlying Policy EP5 of the Basingstoke and Deane Local Plan 2011- 2029, which states that proposals for tourism development in the countryside (including guest accommodation) will be permitted 'where any extension or new building forms part of an existing facility and is of a scale appropriate to its location; and the scale of development is appropriate when considering the impacts on the local highway network.'  ...  view the full minutes text for item 17/21

The purpose of this report is to seek Development Control Committee approval for the delegation of enforcement functions for an individual s106 Agreement.  This relates to a proposed nitrate mitigation off-setting proposal where the development is within the boundary of Test Valley Borough Council but the proposed mitigation off-set land is within the boundary of Basingstoke and Deane Borough Council.

The Planning and Development Manager introduced the report and advised that the purpose of the report was to seek Development Control Committee approval for the delegation of enforcement functions for an individual s106 Agreement.  This related to a proposed nitrate mitigation off-setting proposal where the development was within the boundary of Test Valley Borough Council but the proposed mitigation off-set land was within the boundary of Basingstoke and Deane Borough Council.

 

RESOLVED that: 

·         The Development Control Committee agrees that the Council become a  party to a s106 Agreement to secure the mitigation land identified on Plan A to be utilised to ensure nutrient neutrality for the development of 16 residential dwellings with associated access, parking, open space and landscaping at Land At Picket Piece Ox Drove Picket Piece Hampshire (Test Valley application ref 19/01485/FUL)

·         The Development Control Committee authorises the delegation of enforcement of the nitrate neutrality clauses in the s106 Legal Agreement to Test Valley Borough Council.
