Minutes of the meeting held on 3 November 2015

Minutes:

The minutes of the meeting held on the 3rd November 2015 were confirmed by the committee to be a correct record and signed by the vice chairman.

 

The Licensing Manager gave an update to the committee on the Fees and Charges item which had been timetabled for the meeting. It was explained that there were anomalies with some calculations and the item was deferred to give officers time to ensure the calculations in the report were correct. The Licensing Manager assured the committee that the item would be brought to its next meeting.

Approval of Stage 1 statement of Principles under the Gambling Act 2005 following consultation pdf icon PDF 2 MB

This report asks the committee to approve the stage 1 Statement of principles under the Gambling Act for referral to full council for adoption.

Minutes:

The Licensing Manager introduced the report which asked the committee to approve the stage 1 Statement of Licensing Principles to be referred to full council for adoption.

 

In response to questions from councillors the Licensing Manager agreed to make four minor amendments in the policy to ensure that it was clear that licence holders were required to “have regard to” objectives, rather than “promote” objectives.

 

The committee then requested that the relevant cabinet member write to the government asking them to support legislation on the cumulative impact of betting shops.

 

Resolved:

 

The committee asks that the relevant portfolio holder write to the government regarding support for legislation on the cumulative impact of betting shops.

 

Recommendation to Full Council

 

The Licensing Committee recommends the Stage 1 Statement of Licensing Principles to the Council subject to the amendments agreed.

This report asks the committee to approve the fees policy in respect of Mobile Home Licensing.

Minutes:

The Cabinet Member for Housing and Regeneration introduced the report and asked the committee to approve the proposed fees and charges for Mobile Homes as set out in the draft Mobile Homes Fees Policy.

 

Resolved:

 

The Committee approves the proposed fees and charges, applicable from 1st April 2016, as set out in the Mobile Homes Fees Policy.
