Approval of new street trading policy following consultation pdf icon PDF 375 KB

The Committee are asked to approve the new Street Trading Policy following a three month consultation period.

The Chair asked the Interim Licensing Manager to comment on the deferred taxi licensing fees and charges item.

 

It was explained that after the taxi licensing fees and charges had been approved at the last meeting of the committee, the proposed fees and charges needed to be advertised in a local newspaper for 28 days. During the period of the advertisement an objection was received and therefore a final decision needed to be made within two months but unfortunately there was not a Licensing Committee scheduled in this time.

 

The Interim Licensing Manager assured the committee that the item would be brought to its next meeting.

 

The Interim Licensing Manager introduced the report which asked the committee to note the outcome of the three month consultation period and approve the new street trading policy, subject to any further amendments made by the Committee. He detailed the responses received from the consultation and explained that, one respondent had requested that the phrase “Does not cause obstructions to emergency vehicles” be added to the policy.

 

Resolved: That the committee:

 

1)    Approves the new street trading policy subject to the addition of the phrase “Does not cause obstructions to emergency vehicles” to section 2.2.2 of the policy.

Draft Taxi and Private Hire Policy for Consultation pdf icon PDF 505 KB

This report sets out the policy on the Councils approach to the administration of the Taxi and Private Hire licensing function for consultation.

The Interim Licensing Manager introduced the report which asked the committee to approve the new draft taxi and private hire policy for public and trade consultation. He then highlighted the benchmarking exercise at appendix 1 of the report and explained the process for approving the policy at the next scheduled meeting in January.

 

The Senior Licencing Officer then gave the committee a summary of the main changes as shown in the report, drawing particular attention to the table on page 48.

 

The Chair congratulated the Licensing Team for the hard work they had put in so far on the Draft Taxi and Private Hire Policy.

 

The Committee asked a range of questions and discussed the policy that included:-

 

  • Clarification was sought regarding the age check process as some older cars can be better maintained than younger models.

 

  • Could more clarification be provided regarding acceptable vehicle emissions.

 

  • Whether disability groups were included in the list of relevant consultation groups.

 

  • Could more detail be added to the code of conduct in relation to drivers not touching passengers (other than for assistance purposes) and not engaging in any personal/intimate, inappropriate conversations or behaviour.

 

  • Drivers should be required to undertake any necessary training

 

 

Resolved: That the committee:

 

Approve the new policy for public and trade consultation, subject to the following amendments.

 

1)    Additional clarification be included in the policy regarding acceptable vehicle emissions.

 

2)    Further detail be added to the code of conduct section in relation to drivers not touching passengers (other than for assistance purposes) and not engaging in any personal/intimate, inappropriate conversations or behaviour.

 

3)    Amend 13.1 so that it reads “Driver will be required to undertake training” (not may)
