This report seeks the Committees approval of the proposed fees and charges for 2020/21.


The Interim Regulatory Services Manager introduced the report which sought approval from the Committee for the proposed fees and charges for 2020/21 for Taxi and Animal Welfare Licensing.


The Committee discussed the report and made the following comments:


Taxi Licensing


·         In relation to the potential loss of income of £4000, would it cause the Council to break any rules? The Interim Regulatory Services Manager explained that it was up to individual Councils to decide how much they charged for Taxi Licensing but that Councils could not make a profit on taxi licensing fees and charges.


·         Sought clarification as to whether Officers had reached a figure that they felt the licence fee may be increased to next year. The Interim Regulatory Services Manager advised that Officers were aware of the potential impact from the recent legal ruling and the balancing efficiency improvements therefore had kept the fees frozen for this year so that they would have time to fully consider the charges.


·         Questioned whether there could be an incentive to increase the use of electric vehicles, The Interim Regulatory Services Manager confirmed that there was a zero fee for those hackney carriages which had CO2 emissions of less than 50 g/km.


Animal welfare


·         Questioned why the inspections had taken more time than it was initially thought? The Licensing Team Leader advised that the new legislation was more complex and applicants had therefore required more assistance from the Licensing Officers. Some members also queried whether the Council could charge an hourly rate instead but acknowledged that a set rate allowed small businesses to budget for inspection costs.


·         Commented that the fees showed a 3% increase for inflation when generally it was 1.8%.


·         Asked whether it was possible to produce an interim report to review how the Council was performing against the new fees. The Interim Regulatory Services Manager advised that it was not good practice to change the fees during the year as it fed into budget process, there would also be too little data to compare to as certain applications tended to come in at certain points in the year.
