The report summarises complaints considered under the Arrangements for Determining Complaints against Members this year.

The Monitoring Officer introduced the Complaints report which detailed the progress of member complaints since the last meeting.

 

It was reported that in relation to complaints 044295 and 044080, the recommendation that code of conduct training be undertaken was still outstanding but would be progressed as a priority.

 

Cllr Cousens queried an article that had recently appeared in the Basingstoke Gazette which implied that there were potentially two additional complaints that had not been included in the report.

 

The Monitoring Officer confirmed that there was just one additional live complaint concerning a Basingstoke and Deane councillor.

 

Resolved:     the Committee note the progress made on complaints received and learning derived from the consideration of complaints.

The report seeks the committee’s approval of the Annual Report for publication and submission to Council.

The Monitoring Officer introduced the Standards Committee Annual Report.

 

Cllr Putty paid tribute to former members Mr P Moore, Mr K Bastin and Mrs E Morris, thanking them for their years of dedicated service to the Committee.

 

Resolved:     subject to grammatical amendments and the addition of thanks to past members, the Committee approve the Annual Report for publication and submission to Council.

Model Code of Conduct Consultation pdf icon PDF 263 KB

The Committee on Standards in Public Life published a report in January 2019 following its review of Local Government Ethical Standards. One of the recommendations of the review was that the Local Government Association (LGA) should create an updated model Code of Conduct in consultation with representative bodies of councillors and officers of all tiers of local government.

 

This report updates on the consultation that is being undertaken in respect of the publication of the draft Code.

The Monitoring Officer introduced the Local Government Association’s draft Model Code of Conduct. It was reported that the document was currently out for consultation with a final response date of 17th August.

 

It was reported that there would be a briefing note to all members to alert them to the consultation, should they wish to respond.

 

It was requested that the information also be included within the weekly members’ bulletin.

 

It was further suggested that communication be extended to town and parish councils given the fact that the majority adopted the borough’s code. The Basingstoke and District Association of Parish Councils (BDAPC) was felt to be a good platform for dissemination and it was suggested that officer attendance at a future meeting would be desirable to promote collective adoption of the borough’s code of conduct.  

 

The Chair did not feel that the consultation merited a collective response from the Standards Committee.

 

Mrs J Slimin and Mr M Slatford requested attendance at the LGA webinar on 29th July.

 

Resolved:     the Committee note the consultation in respect of the draft Code.

Report of Working Party on Local Government Ethical Standards - Best Practice Recommendations pdf icon PDF 229 KB

The report seeks to update the Committee on progress in considering the best practice recommendations from the Local Government Ethical Standards report of January 2019 issued by the Committee on Standards in Public Life.

The Monitoring Officer introduced a progress report on the Local Government Standards Best Practice Recommendations.

 

It was noted that two members of the working party had since retired. Ms V Murricane and Ms C Proctor were appointed to the group to continue its work.
