The paper reports on the publication of the Local Government Association’s (LGA) Model Councillor Code of Conduct and a recommendation to delay adoption for the present.

The Monitoring Officer introduced the report.

 

Committee members noted that Tadley Town Council had already adopted the Local Government Association (LGA) Model Councillor Code of Conduct, dependent on future borough acceptance. 

 

It was requested that once a borough code of conduct had been agreed the Monitoring Officer attend district association meetings to present the code for adoption by town and parish councils.

 

It was suggested that all registered candidates for the forthcoming local elections be presented with a copy of the borough code of conduct for adoption if elected.

 

Resolved:     the Committee

 

·         Welcome the LGA Model Councillor Code of Conduct and await the outcome of the Government consideration of the Committee for Standards on Public Life recommendations;

·         The comments of borough councillors, parish and town councils, community organisations, neighbouring authorities and other interested parties, individuals and stakeholders be invited on both the Council’s existing Code of Conduct and the LGA Model Councillor Code of Conduct; and

·         Request that a further report be presented to the next meeting of the Committee in June 2021 with any outcome of (a) and (b) above and an update on the associated work on the review of the constitution.

The report seeks to update the Committee on progress in determining Code of Conduct complaints received against borough, parish and town councillors.

It was requested that all complaints be listed with a date, including the year received.

 

Resolved:     the Committee note the progress made on complaints received and the learning derived from the consideration of complaints.

It was suggested that the section of the report dealing with the Local Government Association Model Code should also reference borough consultation and engagement with town and parish councils.

The Committee is asked to approve the recruitment process to be used in the recruitment of one Independent Person and two Independent Standards Assessors.

It was estimated that the recruitment process would probably take 2-3 months due to forthcoming local elections.

 

Resolved:     the Committee

 

·         Approve the recruitment of one Independent Person and two Independent Standards Assessors in accordance with the process outlined in Appendix 1 of the report;

·         Agreed that the interview panel consist of two Borough councillors and one Parish/Town Councillor and that the Monitoring Officer or Deputy Monitoring Officer be present as adviser to the panel; and

·         Agree that the interview panel recommend to Council the appointment of one Independent Person and two Independent Standards Assessors to serve for a period of two years with one two year period of extension.
