Adoption of the Basingstoke Golf Course Development Brief Supplementary Planning Document pdf icon PDF 348 KB

This SPD relates to the Basingstoke Golf Course site, as allocated by Policy SS3.11 of the Basingstoke and Deane Local Plan 2011-2029.  This report outlines the consultation that has taken place on the draft SPD, the feedback that has been received and the key changes that are proposed as a result.

Recommend to Council that the Basingstoke Golf Course Development Brief Supplementary Planning Document be adopted.

 

Minutes:

The Cabinet Member for Planning, Infrastructure and Natural Environment introduced the report which set out details of the SPD relating to the Basingstoke Golf Course site, as allocated by Policy SS3.11 of the Basingstoke and Deane Local Plan 2011-2029.  The report outlined the consultation that had taken place on the draft SPD, the feedback that had been received and the key changes that were proposed as a result. 

 

He stated that SPD’s for larger sites in the Local Plan set out the key features for the sites, provided the opportunity to shape the sites before planning applications were submitted and would be a material consideration in determining applications.

 

He added that consultation and engagement had taken place with the local community and a developer that had an interest in the site, which had been valuable.  He stated that there had been notable changes throughout the SPD concerning the mix of housing, community infrastructure, transport, access, environmental quality, location of traveller pitches, buffer zones and access to the A30.  He concluded that the SPD had the right balance of development whilst respecting the historic natural environment of the site.

 

Alice Davidson representing Bloor Homes stated that Bloor Homes had submitted an outline planning application for land at Basingstoke Golf Course and therefore had an interest in the land to which the SPD related.  She added that Bloor Homes had engaged closely with the Council, made representations to the SPD consultation, welcomed the Council’s efforts to prepare it ahead of the determination of their planning application and supported its adoption.  She added that the SPD would provide guidance and set out development principles for all planning applications on the site and was sufficiently flexible to ensure timely delivery of development on the site as well as efficient use of land.

 

She concluded that Bloor Homes were committed to continuing to work with the Council to deliver housing (including affordable housing), community facilities and other infrastructure on the site at the earliest opportunity.

Cabinet were supportive of the adoption of the SPD and thanked officers for the work undertaken to prepare the document sooner than anticipated.  They also welcomed the engagement with Bloor Homes.
