Adoption of Local Development Scheme for Local Plan Review pdf icon PDF 435 KB

This report responds to new national planning policy which responds to the statutory requirement to review Local Plans regularly, at least within five years of adoption. If the introduction of the standard method for establishing local housing needs has significantly changed an area’s figure or it is expected to change significantly, an earlier review is required. As the borough’s housing need figure is highly likely to significantly change as a result of the introduction of the standard methodology, it is now considered suitable to update the Plan to ensure it continues to meet local needs and also national requirements. The report includes a Local Development Scheme which sets out a timetable for the updating of the Local Plan and other key elements such as resources and potential risks.

The Cabinet Member for Planning and Infrastructure introduced the report, which proposed a review and update of the Local Plan.  He explained that updated national planning guidance included a requirement to review Local Plans within five years of its adoption.  The council’s Local Plan was adopted in May 2016 and therefore a review would be required prior to May 2021.  He added that following consideration of the most recent Annual Monitoring Report, officers completed an initial review of the Local Plan policies and concluded that policies were generally performing well, although there may be a need for some minor adjustments.  He also highlighted that a new standard methodology for calculating housing need was likely to result in the borough having a higher housing need.  He stressed that it was important to keep the number as low as possible whilst fulfilling the council’s obligations.  He also provided assurance to Parish Councils that Neighbourhood Plans would continue to remain part of the Local Development Plan for the borough whilst the review took place and beyond the review.  Support would continue to be given to those groups currently developing plans.  He also stated that Neighbourhood Plans would not become out of date, however they would need to be reviewed in-line with a new Local Pan.
