Apologies for absence


Apologies for absence were received from Councillors Cubitt, Faulkner, Frost, Hussey, N Robinson, Rowland, Still, and K Taylor.


To elect a Mayor for the ensuing year 2019/20

(1)   The Retiring Mayor, Councillor S Keating, will call for nominations for election to the office of Mayor for the year 2019/20.


(2)   The Retiring Mayor and Retiring Mayoress and the New Mayor and her Consort will leave the Council Chamber for a short period for robing and press photos in the Mayors Parlour.  The Chief Executive will invest the new Mayor and her Consort with their badges of office.  During this time a presentation showing highlights of the Retiring Mayor’s year is played.


(3)   On returning to the Council Chamber, the new Mayor will take the Mayor’s seat and the Retired Mayor will take a seat with the Councillors. The Consort and the Retired Mayoress will return to a seat in the front row.



Councillor Diane Taylor was appointed to the office of Mayor for the year 2019/20.



To elect a Deputy Mayor for the Ensuing Year - 2019/20

The new Mayor will call for nominations for the appointment of Deputy Mayor for the year 2019/20.


The Mayor will present the Deputy Mayors badge at the Council Meeting held on 16 May 2019.


Councillor Onalee Cubitt was appointed to the office of Deputy Mayor for the year 2019/20.  She would be presented with the Deputy Mayors badge at the Council meeting held on 16 May 2019.



Reply from the retiring Mayor and his awards

The Retiring Mayor will address the Council and present his Mayor’s Awards to individuals.


The Retiring Mayor gave his thanks for the support he had received during his year as Mayor and said it had been a privilege and a pleasure to serve as Mayor of Basingstoke and Deane.

He announced that in total, over £14,500 had been raised during the past year for the Mayor’s Charity Appeal for Basingstoke Mencap, Naomi House and Jacksplace and Basingstoke NeighbourCare.


He presented individual community awards to the following:

Olya Elliott - for her work with a local troupe of female singers, young Russian dancers and other supporting acts and who also organises free visits to care homes in the borough.

Phelim O’Hagan - for his work as store manager for the Community Furniture Project where he has developed training for his team at the community furniture store, which has increased their skills and confidence.




Address to the Council by the new Mayor

The new Mayor will announce her Chaplain and charity arrangements and address the Council.


The Mayor announced that her Chaplain for her year in office would be Dr Andy Taylor.
