The Mayor introduced an updated report to that in the agenda which set out a scheme of proportionality for the remainder of the year following a number of resignations from the Labour Group and Independent Forum and the creation of the new Basingstoke and Deane Independent Group.  The report had been prepared following discussions with group leaders to agree political proportionality and the allocation of seats to committees. 

 

An amendment to the recommendation was moved by Councillor N Robinson and seconded by Councillor Ruffell to increase the seats for the Conservative Group on Development Control Committee by 1 to 6 seats with a reduction by 1 for the Basingstoke Forum, the Scrutiny Committee therefore to be revised up by 1 Basingstoke Forum member and the Conservative Group reduced by 1 to ensure that the overall proportionality was not affected. 

 

The amendment was debated with differing views expressed.  Some members expressed disappointment that the motion was tabled at the last minute as group leaders had previously agreed proportionality. 

 

The Mayor confirmed that officers were satisfied that the proposal was in accordance with proportionality and put the amendment to a vote.  The vote was carried with 39 votes in favour, 15 against and 3 abstentions.

 

The substantive motion, as amended, was put to a vote with 50 votes in favour, 4 against and 4 abstentions.

 

Resolved:

 

1)            That following a number of resignations from the Labour Group and Independent Forum and the creation of the new Basingstoke and Deane Independent Group, Council approve the changes to committee sizes and scheme of proportionality for the remainder of 2019/20 Municipal year as set out in appendix 1 to the minutes.

 

2)            To agree that the composition of Standards Committee departs from political proportionality.

In accordance with the agreed proportionality and changes to committees, nominations were received for the appointment of Members of the Council and a standing panel of substitute members to the Council’s Committees for the remainder of the year 2019/20.

That Members be appointed to the Council’s Committees as set out in appendix 2 of the minutes.
