To Appoint the Chair and Vice Chair for the Municipal Year 2017/18

For the 2017/18 Municipal Year, the Chair shall be elected from the Basingstoke and Deane Borough Council Membership and the Vice Chair from the Hampshire County Council Membership.



Councillor J Izett was elected as Chair of the committee for the 2017/18 Municipal year. County Councillor R Vaughan was elected as Vice Chair.



Apologies for absence


Apologies were received from County Councillor M Kendall.

This report highlights the current financial position of the Joint Manydown Committee (JMC) for the current Financial Year 2017/18 and the actuals for 2016/17.


The Project Accountant introduced the report which advised members of the JMC budget for 2017/18 and explained the differences between the original budget and the revised forecast as shown in the table on page 13 of the report.

This report updates the Joint Manydown Committee of various issues affecting the Farm Business Tenancy of the Manydown Land.





The Hampshire County Council Estate Manager introduced the report which updated the committee on various issues affecting the Farm Business Tenancy of the Manydown Land.


The Chair invited visiting speakers Chris Rose and Paul Beevers to address the committee with their comments which included :-


The following points were made to the committee:


-       There had been no mention in the report that shooting had recommenced on the south of Manydown.


-       Clarification had been sought in regards to which woods were involved, as access is needed to the shrine in Jeffrey’s Wood.


-       The report states that the woods were planted in 2014 but it should state winter 2012 – 2013.


-       The access and viability of the permissive footpaths that had been created was questioned.


-       Concern was raised over Japanese Knotweed being present on Manydown.


-       Although it is a positive step that provision for two areas had been made for the growth of arable plants.


-       Would like to see supporting evidence that the arable plants would grow in the designated fields and support the wildlife.


-       Clarification over who would manage the fields.


-       Stressed the importance of sustaining the ecosystem, habitats and species that are integral to a farm landscape.


-       Seed collection did not happen for the summer of 2017 although dates had tried to be arranged.



The Chair requested that the relevant officers look at the questions raised and comments made and provide the speakers and committee with a written response in due course.


The committee questioned the frequency of the meetings and requested that the Chair discuss the provision to meet on a more regular basis with officers, so that members would be aware of any issues that may arise in the future.
